Which Licensed US Casinos Operate in Which States

The list of legal online casinos in the USA is short by design. Most states cap the number of licences and tie each one to a land-based property, so the same dozen or so brands appear again and again across the map. That is why the legal USA casinos you can open in Michigan look a lot like the ones you can open in New Jersey.

The table below covers the brands that operate in more than one state, taken from our operator database and cross-checked against each state regulator's public register. It is not a full roster for every market. Michigan and West Virginia are listed in full because we have graded those fields; New Jersey and Pennsylvania carry more licensed brands than are shown here, and their complete rosters live on the state pages. Score columns are filled only where we have finished that state's field.

How We Score

A review without a documented method is an opinion. Every score on this page runs on one published standard, applied identically to every operator we grade.

Licensing is a gate, not a score. Before any grading starts, an operator must hold a valid licence from the regulator of the state under review, verified against that regulator's own public register. Every casino on this page has cleared it. Scoring "holds a licence" would hand identical points to everyone and tell you nothing, so it sits outside the score. What an operator does with that licence — ownership transparency, sanctions record, time in market, data protection — is scored under Trust & Safety.

Two numbers, never blended. The Expert Score is our own assessment across eight weighted pillars, built from source-quoted data in each operator's official documents plus hands-on account testing. An Audience Score drawn from verified player feedback is in development and will sit beside the Expert Score rather than inside it. We will never average one into the other.

The eight pillars

How a number becomes a score

Each pillar is graded 1 to 5 against a fixed published checklist, then read on one band key: 4.3+ exceptional · 3.9–4.2 strong · 3.5–3.8 good · 3.2–3.4 fair · below 3.2 weak.

A raw figure means nothing on its own. A 15× wagering requirement is punishing in a field full of zero-wagering offers and unremarkable in a field where everybody asks 15×. So every measurable parameter is positioned against the whole licensed field in that state: its minimum, its median, its maximum, and where this operator sits. Best fifth of the field takes band 5, worst fifth takes band 1, and when every operator holds the same value nobody gains or loses. In markets with fewer than ten disclosing operators we fall back to coarser anchors and mark the affected scores provisional.

We never mix jurisdictions in one benchmark. This is the single most important rule on the page. A casino is measured against the market it actually competes in, not against a global ideal or against operators in another state. It is also why the same brand can carry two different numbers here, which is covered in full below.

Transparency flags and red lines

Any term that is missing, undated, contradictory or buried raises a countable transparency flag that pulls down the Terms and Bonus pillars. A term the document explicitly assigns to another document we also read is not a flag.

Red lines are absolute guardrails that override the field. A clause allowing the operator to reverse a withdrawal you have already requested, discretionary confiscation of winnings, or a dormancy fee that can erase a real balance caps the whole Expert Score at 2.0 with a visible caution. Wagering above 50×, or a win cap below your own qualifying deposit, caps the Bonus pillar at band 2. Michigan has one red-line operator. West Virginia currently has none.

The Same Casino, Two Different Scores

Nine brands now carry a completed score in both markets, and six of them moved. This is not inconsistency. It is the benchmark doing exactly what it is built to do.

The pillar-level movement is sharper still. FanDuel's Terms score runs 1.9 in Michigan and 3.5 in West Virginia. BetMGM's Bonus score runs 2.3 and 3.8. Golden Nugget's goes the other way, 4.8 down to 3.5.

Why it happens

• The fields are shaped differently. Michigan's 16 licensed operators spread across 2.1 points of Expert Score, from 4.1 down to a red-line-capped 2.0. West Virginia's 10 compress into half a point, 3.9 down to 3.4, with no guardrail breaches at all. West Virginia has the higher average, 3.68 against 3.48, and far less to choose between the top and the bottom.
• Bonus mechanics sort Michigan, and barely sort West Virginia. Michigan's field contains several genuinely zero-wagering welcome offers, so a 15× deposit match sits in the worst quintile. West Virginia's field is dominated by 10× and 15× matches, so the same offer sits near the middle. Equal terms, different neighbours.
• Disclosure standards differ. Michigan operators publish more, so a thin rulebook stands out. Three of the nine keep their Michigan terms behind a login, which is itself a scored finding.
• Some things genuinely differ by state. These are not benchmark artefacts. BetMGM's card-deposit hold is 10 days in Michigan and 14 in West Virginia. DraftKings and Golden Nugget pay out in about two days in Michigan and up to two working weeks in West Virginia. Hollywood's West Virginia loss-back pays in PENN Play Credits rather than cash. FanDuel's Michigan accounts carry a $2.99 monthly dormancy fee that its West Virginia accounts do not.
• What to take from it: read the score for the state you are actually sitting in. A national average across the two would hide every one of the differences above, which is why we do not publish one.

The offer types, explained

• Deposit match — the casino matches a percentage of what you put in as bonus funds. The biggest headline numbers and the heaviest strings, typically 10× to 15×.
• Loss-back, also called bet-and-get — a refund in bonus credit if your first session loses. Usually clears at 1×, which makes it far easier to convert than a match twice its size.
• No-deposit — a small real-money credit or a batch of spins before you fund the account at all.
• Free or bonus spins — the key question is whether winnings carry wagering and how fast each batch expires. Zero-wagering spins that drip daily still need a daily login to collect in full.

Withdrawal processing times

Four Michigan operators will not commit to a window at all in their published terms, which is the first thing to check before depositing. Your first cashout anywhere can also wait on one-time identity verification, so clear KYC early.

Card deposit holds

Three brands reserve the right to refuse a withdrawal for a set period after you deposit by card:

• Caesars Palace — 14 days in both states
• Horseshoe — 14 days in both states
• BetMGM — 10 days in Michigan, 14 days in West Virginia

Nobody else states such a rule. If you expect a quick cashout at those three, fund by e-wallet or bank transfer instead.

Withdrawal limits and caps

Inactive accounts

The single biggest state-level difference we found. Michigan clusters at a three-year cushion. West Virginia runs a sixteen-month clock at all ten of its licensed operators, less than half of Michigan's, though no West Virginia brand charges a dormancy fee and idle balances flow into the state's unclaimed-property process rather than evaporating.

Two exceptions are worth flagging in Michigan. FanDuel charges $2.99 a month after 24 months of inactivity. Four Winds, a Michigan-only tribal operator, starts charging $1 a month at 18 months, which is the earliest and most punitive trigger in either state and the reason its Expert Score is hard-capped at 2.0 under our red-line rule.

Arbitration and your right to court

Six of the ten West Virginia licensees carry binding-arbitration clauses with class-action waivers: BetMGM (JAMS, with a 30-day written opt-out), BetRivers (AAA), Caesars Palace (AAA seated in West Virginia, one-year window to file), Horseshoe (AAA, 30-day email opt-out), Fanatics (30-day opt-out) and FanDuel (written opt-out). DraftKings, Golden Nugget and Ember carry none, so registering does not sign away your right to go to court.

In Michigan, BetMGM, Horseshoe, Caesars Palace and several tribal operators require binding arbitration; bet365 imposes it only as a backstop after the MGCB complaint process is exhausted. Where an opt-out exists, the window starts at registration.

Self-exclusion and complaints

Michigan and West Virginia both run a statewide self-exclusion register that blocks every operator licensed in that state at once.

• Michigan — the Michigan Gaming Control Board Disassociated Persons List, which requires an in-person appointment. Complaints escalate through the MGCB's online dispute form.
• West Virginia — the WV Lottery iPlay with Purpose program, which requires a notarised form and blocks all licensed casinos, racetracks and their online partners for at least a year. Escalations go to the Lottery directly.

Operator-level handling varies. BetRivers mails your remaining cash balance as a written check. Fanatics logs you out on the spot and refunds the balance. BetMGM voids pending wagers and returns the funds, but excluding in one state locks you out nationwide. Caesars Palace's West Virginia terms never state what happens to your balance at all.

Games, Providers and What the Lobby Looks Like

Library sizes run from around 500 titles at the boutique end to more than 4,000 at the biggest sites in Michigan, and from about 800 to 2,500+ in West Virginia. The headline count matters less than what fills it.

Live dealer and table games

Every major operator runs a live floor with blackjack, roulette, baccarat and game-show formats, largely Evolution-powered. Depth is where they separate. Which studios are actually licensed where

Casino sites list their providers freely. The regulators publish who is genuinely approved, and the two lists are not always the same. We cross-checked the vendor registers of Michigan, West Virginia, Pennsylvania and New Jersey: 189 distinct suppliers appear across the four, and twelve hold approval in all four states.

Another eighteen hold approval in three of the four, including Aristocrat, Play'n GO, Playtech, Greentube, Wazdan, Pariplay, EveryMatrix and ODDSworks.

One caveat on the raw numbers. The four registers do not cover the same scope: more than half of West Virginia's list is payments, identity and geolocation vendors such as Trustly, GeoComply, PayNearMe, Jumio and LexisNexis, while New Jersey's includes operators as well as suppliers. Treat the twelve above as the verified content core rather than reading anything into the totals.

How to check a game yourself. Open your state regulator's supplier register and search the studio name printed on the game's info screen. If the studio is not on the register, the game is not approved for real-money play in that state, whatever the lobby says.

Best odds in the lobby

Game choice affects your bankroll more than operator choice does. The lowest house edges in any licensed US lobby are blackjack at roughly 0.5% with optimal strategy, full-pay Jacks or Better video poker returning close to 99.5%, and the baccarat banker bet at about 1.06%. Slot RTPs cluster near 96%, and progressive-jackpot titles deliberately trade a lower base return for a shot at the networked prize. Every title runs on a certified random number generator under state testing rules, so the published odds are the real odds.

Payments and Payout Terms

Getting money in is close to uniform across the licensed US market. Getting it out is where operators separate.

• Deposits — debit and credit cards, online banking via Trustly, PayPal, Venmo, Apple Pay, Skrill, ACH and eCheck through VIP Preferred, operator-branded Play+ prepaid cards, PayNearMe, and cash at the partnered land-based cage. BetMGM lists thirteen separate deposit routes in Michigan, the most of any operator we scored.
• Withdrawals — a narrower list than deposits at almost every brand. PayPal, ACH and eCheck, online banking, Play+, Venmo, cash at the cage, and a mailed check as the slowest fallback. Not every deposit method works in reverse: BetRivers accepts card deposits in West Virginia but does not pay out to cards.
• Fees — none of the nine charges a withdrawal fee. Two publish a chargeback schedule: Hollywood and theScore Bet, both PENN brands, charge $50 rising to $500 at pre-arbitration, the only explicit dollar figures in the Michigan field.
• Minimum deposits — $5 at DraftKings and Golden Nugget, $10 at most others.

Where Are Casinos Legal in the US? The State-by-State Picture

State rules shape everything: tax rates, operator counts, game restrictions, even payout speeds. Here is how the seven live markets and one pending market compare.

New Jersey

The oldest regulated US market, live since November 2013, and still the deepest. More than two dozen NJ online casinos operate, Atlantic City properties hold the licences, and pretty much every major US operator partners with one of them. New Jersey's gaming industry brought in $6.98 billion in 2025, with online play taking a growing share each year. Oversight sits with the Division of Gaming Enforcement. Current session bill S2335 would strengthen the mandatory risk warnings carried in gambling advertising.

Pennsylvania

Legal since 2017, live since 2019, and taxed harder than anywhere else at 54% on online slots. That works because Pennsylvania has the population to support it, though operators offset the tax bite with slightly leaner bonuses than New Jersey. The Pennsylvania Gaming Control Board runs a tight register. Senate Bill 756 would tighten definitions and enforcement powers across fantasy contests, sports wagering and skill gaming.

Michigan

Live since January 2021 and one of the fastest-growing markets in the country. All sixteen licensed operators are scored on this page. The Michigan Gaming Control Board caps the market at a fixed number of licences, each tied to one of Detroit's three commercial casinos or to a tribal property, so the field rarely grows without one brand replacing another. It also polices hard: in Q1 2025 the MGCB ordered nine unlicensed sites to stop serving Michigan players. Michigan is also where one of the biggest online jackpots in US history landed, a 20-cent spin that returned $9.28 million.

West Virginia

Small, tightly clustered, and the second market we have fully scored. The state passed House Bill 2934 in 2019 and casinos went live in July 2020. Ten brands hold live licences, each anchored to one of five land-based hosts: Hollywood Casino at Charles Town Races, Mountaineer, Mardi Gras, Wheeling Island and The Greenbrier. Each property may carry up to three online skins, capping the market at fifteen platforms, so the roster changes through renaming and replacement rather than growth. Betly became Ember, PointsBet became Fanatics, Hollywood launched as the tenth casino in August 2025, and FanDuel's market access moved to Mardi Gras in October 2025.

Connecticut

Live since October 2021 under a tribal-exclusive model. Only two operators may run iGaming: Mohegan Sun, operated by FanDuel, and DraftKings via Foxwoods. Low competition means conservative bonus offers, though the catalogue covers slots, tables and live dealer. The Connecticut Department of Consumer Protection handles oversight.

Delaware

Technically the first state to launch, back in 2013, and still the most unusual. The Delaware Lottery runs everything, and since the state selected Rush Street Interactive as its exclusive iGaming and sports vendor in 2023, the entire product has run on a single platform. No competing operators, no headline welcome offers, and a much smaller catalogue than elsewhere.

Rhode Island

Launched March 2024 under another exclusivity model, with Bally's the only operator by way of a deal tied to its Twin River and Tiverton properties. Anyone playing in Rhode Island is using Bally's. Smaller catalogue, fewer promotions, solid underlying tech.

Maine, pending launch

Maine became the eighth state to legalise in January 2026 when Gov. Janet Mills allowed LD 1164 to pass into law without her signature. Each of the four federally recognised Wabanaki Nations may hold one licence, at a $50,000 fee, and may partner with one third-party operator.

The law took effect in July 2026, ninety days after the legislature adjourned, which was the earliest date online casinos could have gone live. That date passed without a launch. The Maine Gambling Control Unit has held its public hearing but has not published final rules, and as of late August 2026 no launch date has been announced. Late 2026 is still possible; early 2027 is the more commonly cited projection.

Three of the four licences are already spoken for. Caesars signed first, with the Passamaquoddy Tribe, and expanded the partnership in June 2026 to cover Caesars Palace Online Casino, Horseshoe and Caesars Sportsbook under Wabanaki tribal brands. DraftKings and FanDuel hold the other two. The fourth is open. Separately, Churchill Downs, owner of the land-based Oxford Casino, has filed a federal lawsuit against the Gambling Control Unit arguing that the tribal-exclusive framework is unlawful, and that case is unresolved.

States Eyeing Legalisation Next

Several states spent 2026 drafting, debating or reintroducing iGaming legislation. Whether any get over the line depends on tax negotiations, tribal compacts, and pushback from land-based operators worried about cannibalisation.

• New York — the biggest prize. Estimated annual online GGR of $3 to $4 billion would make it the most valuable expansion in the industry. Sen. Joseph Addabbo introduced SB-2614 in January 2026, his fourth straight attempt. Resistance from existing commercial casinos has held it up.
• Illinois — 12.5 million people and a working sports-betting market that could fold cleanly into iGaming. House Bill 4797 and Senate Bill 3723 both propose a 25% tax and both sit in committee.
• Maryland — requires a statewide referendum for any gambling expansion. Senate Bill 885 would let the State Lottery and Gaming Control Commission issue iGaming licences at 40% on slots and tables, 20% on live dealer. Heard in March 2026, not advanced.
• Massachusetts — a logical next step given its commercial casinos and full sports betting, but HB 4431 was tabled for study in 2026 amid cannibalisation concerns.
• Virginia — moving, slowly. Bills require passage in both 2026 and 2027 before reaching the governor, so a launch before 2028 is unrealistic. House Bill 271 would create a dedicated Virginia Gaming Commission.
• Indiana — a mature land-based market under the Indiana Gaming Commission and legal online sports betting, but iGaming proposals keep stalling in committee. Michigan's success next door is the pressure point.

Where Online Casinos Are Not Legal

Most US states still do not allow real-money online casinos. Some ban gambling expansion outright; others permit sports betting but draw the line at iGaming.

How to check a legal online casino USA players can actually use

1. Check the state register first. Open your regulator's authorised-operator list and confirm the brand is on it. In Michigan that is the Michigan Gaming Control Board; in West Virginia, the WV Lottery. If a site is not listed, it is not legal for real-money play there, whatever it advertises.
2. Look for a land-based anchor. Every licence in every US market is tied to a physical property. No anchor, no licence.
3. Test the geolocation. A legal app should refuse to accept a wager the moment you leave the state.
4. Expect KYC. Licensed operators verify identity before your first withdrawal. Sites that skip it are not following US rules.
5. Check the payment methods. Visa, Mastercard, PayPal, Play+ and ACH are standard. Crypto-only cashiers are a strong signal you are offshore.
6. Treat "all 50 states" as the giveaway. No legal US operator can make that claim.

Why online casinos are only legal in some states

Gambling law in the US is a state matter. The federal Wire Act of 1961 once appeared to prohibit interstate gambling broadly, but a 2011 DOJ reinterpretation narrowed it to sports betting, clearing the way for states to legalise iGaming on their own terms. Whether they do comes down to politics, tax structure, tribal compacts, and lobbying from land-based operators who do not want online competition. Pennsylvania's 54% slot tax is what made legalisation viable there, and it is also why its bonuses are leaner than New Jersey's.
